Gambling premises

Brief overview

Application forms for premises licences and certain permits are now available for submission.  This section includes information on specific types of licences, the associated application process, and further information on the Gambling Act 2005.

 

The Gambling Act 2005 reformed gambling laws and confered new statutory licensing functions to the Council. As of 1 Septmber 2007, Broxbourne Borough Council is responsible for issuing premises licences and granting permits and notices.  The Council is responsible for issuing premises licences regarding:

  • Casinos
  • Bingo Halls
  • Betting Shops
  • Adult Gaming Centres
  • Family Entertainment Centres
  • Tracks

 

In addition the Council issues the following permits and keeps the following types of registrations:

  • Club Gaming Permits
  • Club Machine Permits
  • Licensed (Alcohol) Premises Gaming Machine Permits
  • Family Entertainment Centre Gaming Machine Permits
  • Prize Gaming Permits
  • Small Society Lotteries Registrations

 

The Act aims to promote three key objectives, which the Council will bear in mind when exercising its functions under the Act, which are:

 

·         Preventing gambling from being a source of crime and disorder, being  

          associated with crime and disorder or being used to support crime;

·         Ensuring that gambling is conducted in a fair and open way;

·         protecting children and other vulnerable persons from being harmed or

          exploited by gambling.

 

A new regulator, the Gambling Commission, has been formed as part of the Act; it will also issue licences to operators and individuals. The Act regulates the online gaming/gambling industry which previously was largely unregulated.

 

There are several ‘responsible authorities’ under the Gambling Act 2005 who must be notified and consulted with when an application is submitted. In addition the Council has consulted on and published a statement of the principles that it will apply when exercising its functions under the Act.
