Statement of Principles
The Council is required to produce a statement of licensing
policy, known as a ‘statement of principles’, which has to be
reviewed and republished every three years and changes consulted
on. All functions undertaken by the licensing authority must be in
accordance with the three key licensing objectives.
The statement sets out the Council’s general
approach to the exercising of its functions. It does not override
the right of any person to make an application under the Act and to
have that application considered on its own merits. Nor does it
undermine or preclude the right of any responsible body or
interested party to make representations or an application to seek
a review of a licence. In producing the statement the Council had
regard to the licensing objectives issued by the Gambling
Commission and responses from those consulted on this
statement.

Principles is available below. It was adopted by the Council at its
full meeting on 31 October 2006.
Consultation
The draft Statement of Principles was
published for consultation before being finalised and adopted by
the Council. Consultation took place between 23 August and 2
October 2006. The Council encouraged the submission of
representations, comments and views relating to the statement of
principles from responsible authorities, interested parties and
local residents.
The Council consulted with local residents,
the responsible authorities under the Act, ‘interested parties’
such as local bookmakers and commercial bingo operators, and
alcohol licensed premises.
Several comments and responses were received
by the closing date. These were carefully considered and where
appropriate, and in accordance with the Gambling Commission
Guidance and the Act, the Statement was updated. A list of all the
