LSP and Community Strategy
Sustainable Community Strategy for 2010-2021
The Local Government Act 2000 requires all
local authorities to produce sustainable community
strategies to promote or improve the social economic and
environmental wellbeing of an area. Plans should look at all
aspects of an area, not just services provided by the Council and
should set out priorities for developing the Borough in the long
term. Broxbourne produced its first strategy in 2003 (known at
the time as the Community Plan).
Broxbourne Council and its partners have
obtained the views of residents about issues which are important
for Broxbourne Borough. These issues are addressed in the
2010 Sustainable Community Strategy (SCS) for the Borough which
replaced the 2006 Broxbourne Community Plan.
The Strategy covers issues which will impact
the local community such as the increasing elderly population,
reducing the impact of the community on the environment and the
provision of affordable housing in the Borough. It is
designed to promote and improve the social, economic and
environmental wellbeing of the Borough, looking at all aspects of
the area, not just services provided by the Council and will set
out priorities for developing the Borough in the long term.
The Strategy is the responsibility of the Broxbourne Local Strategic Partnership (LSP) and
is the strategic plan for all public and voluntary sector bodies
that provide services in Broxbourne, underpinned by surveys of the
needs and views of residents.
A comprehensive process of consultation took
place, including a survey sent to a random sample of 4,000
residents last summer, the 2008 Place Survey and other consultation
with residents, information gathering and research such as the 2009
Community Audit. The Strategy was also discussed at the local
neighbourhood forums and in a number of talks made to community
organisations. The draft was the subject of a public
consultation exercise between January and March 2010.

Local Strategic Partnership
The Local Strategic Partnership (LSP) for Broxbourne is the body
charged with producing the Sustainable Community Strategy,
implementing the action plan and monitoring progress towards
meeting the priorities it has identified. Members of the
partnership come from a wide range of organisations both statutory
and voluntary who provide services for people that live and work in
the Borough.
