Integrated Environmental Improvements


Improving the appearance of Waltham Cross is a key part of
the Waltham Cross Renaissance Project. The Council appointed design
consultants Studio Egret West to develop and design an integrated
package of environmental improvement schemes for Waltham Cross
town centre and along Eleanor Cross Road and Station Road, to
enhance the appeal of the area to visitors and local residents. The
Studio Egret West (SEW) report is available to download,
part 1 and
part 2.
The Council
has used the SEW report to develop a programme of possible
improvements which can be implemented in phases. Many of the ideas
are ambitious and if supported they will require further
detailed consideration to ensure that they are technically
feasible. Before any definite decisions are made, the Council would
like to here your views. The
consultation leaflet and questionaire is available to
download.
The first phase of the proposed improvements will involve the
removal and re-design of the planters in the northern High Street.
It also proposes to install some play equipment for toddlers.
Re-opening the northern High Street to traffic and parking in the
evenings will also be considered. The report regarding the
re-design of the high street planters is available to download . As
a trial the Council has already removed one of the planters near
the Monarch's Way junction. The report to Cabinet is

A planter recently removed from Waltham Cross High Street and
an Illustration of planter reduced in height and artificial
turf replacing shrubs.
Improvements are also being made to the Monarch’s Way roundabout
and subway prior to the London 2012 Games. Hertfordshire Highways
upgraded the lighting in the roundabout subway in March 2011. The
old style ‘orange’ lights have been replaced with new ‘white’
lights and additional lighting has also been installed. Following
consultation, a toucan crossing was installed in November 2011,
across Monarch’s Way from Waltham cross playing fields towards the
town centre.

Painting of the subway is currently taking place and the
planting heavily pruned back. A new planting scheme will
be implemented this spring, March 2012.
Artwork has also been
designed for the subway walls and will be installed by mid-February
2012. This will also provide waymarking to the town centre and the
White Water Centre.


Improvements to the planting of the Fishpools roundabout,
at the junction of Winston Churchill Way and the High Street, are
also taking place. Details are currently being finalised, and
implementation is scheduled for spring 2012. New planting boxes are
also proposed for the roundabout near Lidl at the southern end of
the High Street.

Leading up to, and during the London 2012 Games, the
Borough will be transformed with banners, bunting, and other public
realm decoration, known as Look and Feel, to celebrate and
advertise the event. The Council will also be installing additional
barrier and hanging baskets.

The Council is consulting with local businesses and residents on
the proposed designs and the options for further phases of
works. Subject to funding and more detailed consideration, this
could include a re-design of the Roundel and southern High Street,
and a redesign of Eleanor Cross Road from the town centre through
to the Borough boundary. Some extracts from the SEW report are

Longer term improvements through the Waltham Cross and
Cheshunt Urban Transport Plan
The Waltham Cross and
Cheshunt Urban Transport Plan, of which the Monarch's Way Toucan
crossing was part, was endorsed by Hertfordshire County Council’s
Highways and Transport Panel in September 2010. The plan sets out
the approach for the delivery of transport improvements in Waltham
Cross over the next 10 years whilst also looking to the longer term
period to 2026.
Homesdale Gateway
The Enfield/Broxbourne boundary along the A1010 is being
regenerated by Enfield Council’s environment department in
partnership with the Borough of Broxbourne.

The propsed scheme opens up views into the park from the
Hertford Road, and creates a boundary which is more pedestrian
friendly. Raised planters, a low fenceline, and ‘alphabet cube’
bollards made of natural stone will be used. The ‘alphabet
cubes’ will have letters carved in them which
forms the words ‘Enfield’ from the north, and ‘Broxbourne’ from the
south. The picture above is a visual of how it could look and below
