Resource Inventory 2010
The Resource Inventory is published on a
bi-annual basis to provide a summary of local services and social
infrastructure serving Broxbourne. It is a ‘snapshot’ of
provision at October 2010. Each topic shows current provision
in the Borough, discusses relevant issues of service delivery and
whether the issue should be pursued as a priority in the SCS. For
many topics, maps are provided to show where services are located.
It is intended that this document will provide a resource for users
and the purposes of assessing the adequacy of patterns of
provision.
Since the last Resource Inventory was
published, the political landscape in the UK has changed.
Services and the ways in which they are delivered, will have to be
reconfigured. Changes to the structure of the police service,
local government and the NHS and the findings of the 2011 census
will all impact on patterns of provision.
Key findings and changes since
2008
The issues identified below will be taken
forward as part of the work underpinning the SCS.
Health
- While the Borough is well served for
doctors, dentists and pharmacies, the anticipated new
expanded Amwell Surgery in Fawkon Walk has been a victim of the
recession as the developer went into administration and was unable
to pay its planning gain liability.
- The new urgent care centre at the expanded
Cheshunt Community Hospital opened in October 2009, expanding the
range of services available to residents and avoiding the need to
travel to a large acute hospital.
Services for Older People
- The Meals of Wheels service transferred
from the Borough to the County Council in April 2009.
Housing
- As a result of the Council’s changing
approach to homelessness, there has been a decline in the demand
for hostels and the Council has undertaken a programme of
re-modelling some hostels to provide permanent homes in their
place.
Education and services for younger
people
- There are still gaps in day nurseries for
children, especially in the south of the Borough. Overall,
across the Borough there was a lower number of childcare places at
a full day care provider, sessional and out of school provider
relative to the county overall.
- The Inventory contains increased
information on activities for young people, including information
on extended schools consortiums and additional advice services for
young people.
Community safety
- The Inventory includes key findings from
the 2008 Place Survey and details on new developments such as
automatic number plate recognition cameras and use of CCTV.
Public transport and car
parking
- Improvements are planned at several railway
stations in the Borough to address the problems with access at
Waltham Cross station and access and usage issues have been
identified at Rye House and Broxbourne stations.
- A 45 space car park has been provided at
Waltham Cross station. At the end of 2009, the Council
provided 23 new parking spaces, two disabled spaces and two loading
bays along the Hoddesdon High Street, which was opened up to
traffic.
The environment
- The Green Waste Plus kerbside recycling
service was piloted and then rolled out borough-wide in 2010,
allowing residents to increase recycling by allowing cardboard and
food waste to be recycled along with garden waste.
Industrial and
commercial
- The Council completed the fourth phase of
Hoddesdon Industrial Centre. Recent estimates show that a mix
of around 2,000 full and part time jobs will be created under plans
for further development of the Greater Brookfield site.
- With the 2012 Olympic Games approaching and
increased opportunities for tourism, there is still a perceived
shortage of hotel accommodation in the Borough.
Community facilities
- There is a shortage of community halls in
west Cheshunt
