Constitution and Mission
The Council's constitution sets out
how the Council operates, how decisions are made and the procedures
which are followed to ensure that these are efficient, transparent
and accountable to local people. Some of these processes are
required by the law, while others are a matter for the Council to
choose.
The Constitution is divided into 16
articles which set out the basic rules governing the Council's
business. More detailed procedures and codes of practice are
provided in separate rules and protocols at the end of the
document.

The Constitution of the Council was adopted on 30 December 2010
unless indicated otherwise.
The Council's Mission Statement is:
"To maintain and improve the
quality of Council services, value for money and the satisfaction
of residents with Council services."
The Council's Objectives
are:
1. Promote the well being and
health of residents of the Borough
- Campaign for improved primary care
- Improve efficiency and effectiveness of
transport to health services
- Secure greater public engagement with NHS
governance
- Improve leisure facilities
- Ensure the needs of older people are met,
including effective communication with them
- Engage with young people to identify and meet
their needs
- Develop the Broxbourne sports legacy
- Develop a programme against obesity
- Ensure a sustainable voluntary sector
- Develop localised responses to local
issues
2. Improve the local
economy
- Improve skill levels and support attainment
levels in the local population
- Create an appropriate range of jobs of the
right quality for local people
- Support town centres
- Achieve the Greater Brookfield
development
- Support the renaissance of Waltham Cross
- Encourage Local Enterprise Partnerships

3. Promote greener, pleasant and
safer neighbourhoods

rail, walking, cycling, and campaign to improve the transport to
and in the Borough

4. Provide decent housing for
local people
- Deliver affordable homes for local
people
- Prevent homelessness
- Increase the availability of private sector
properties for rental

in all sectors

good design
The Council's Vision
Statement is:
'Our vision is for the Borough of Broxbourne to be a pleasant
place where people want to live, work and play; in which people
respect each other and feel part of a vibrant, caring
community.
Our ambition is to be the best, and to offer an excellent
service to the public. To achieve this we will:

- Make prudent and effective use of resources
- Work with partners to maximise our impact
- Continually improve our services
- Enable all to fulfil their potential'
