Disabled Persons Parking Scheme - DPPS
Special
parking spaces are provided on the public highway by Broxbourne
Borough Council to allow holders of
blue disabled badges to park near their home or
workplace.
They are usually provided at locations where there is a high demand
for on-street parking spaces. They are not appropriate as a means
of keeping private driveways free or to provide parking for
able-bodied people visiting disabled relatives or friends.
The spaces are provided free of charge, and are available
for any blue badge holder to use.
Who can apply?
Anyone may apply for a disabled person's parking space. An
application will be considered if the following criteria are
met:
- The applicant is a blue badge holder. They can be either
the driver or passenger
- The vehicle is for frequent use of the disabled person
- The vehicle is permanently based at the applicant's
address
- The driver of the vehicle is a resident at the applicant's
address
- No suitable alternative parking facilities exist such as garage
or driveway
How to apply?
Complete the application
form (10KB) (You will need Adobe
Acrobat Reader to view and download the form) providing the
blue badge number and expiry date.
- Attach a copy of the vehicle registration document
- Attach a copy of the driving licence belonging to the driver of
the vehicle
- Send to Broxbourne Borough Council by post to: Construction
Services, Broxbourne Borough Council, Churchgate, Cheshunt,
Hertfordshire, EN8 9XB, email to construction@broxbourne.gov.uk
or deliver to the Council Offices at the above address or visit any
Council one stop shop
What happens
next?
- Your application will be processed and the Council's project
officer will make a site visit
- If approved the extent of the bay will be marked temporarily in
the road in yellow paint (this is not legally enforceable, but it
is to show the position of the bay)
- Traffic Regulation Orders are made twice yearly. The Council
must make a Traffic Regulation Order to allow enforcement against
inappropriate parking in the bay
- A 'Notice of Intention' is placed on a lighting column or other
suitable item of street furniture and a copy is placed in the local
press
- Objections are considered and modifications may be agreed as a
result of responses to the notice
- A 'Notice of Making the Order' is raised, and again this is
placed on suitable street furniture and in the local press
- The bay is then painted and a sign displayed, at which point it
becomes enforceable
Possible reasons for refusal
- The proposed location obstructs a sight line or impedes
pedestrians or vehicles
- The driver, passenger or car ownership details do not match the
applicant's address
- The blue badge has expired
- Demand for parking in the area is low, so parking spaces can
easily be found
- Sufficient Disabled Persons Parking Spaces already exist within
the road
- The proposed location is subject to waiting restrictions such
as yellow lines
How long does it take?
It can take up to six months due to the processing of the
Traffic Regulation Order which is only made twice per year.
Redundant Disabled Person's Parking Bays
If a space is no longer required, please inform the Council at
construction@broxbourne.gov.uk
or call the Council helpline on 01992 785577 in order that
the bay may be removed and the space made available to other
drivers.
