Parking enforcement
Broxbourne Borough Council is responsible for the enforcement of
parking controls in the Council's car parks and on street.
On the 31 March 2008 new legislation was introduced by the
Government which affects the way councils throughout the country
deal with parking enforcement. This is the Traffic Management Act
2004 and the most significant changes include:
Decriminalised Parking Enforcement has become Civil Parking
Enforcement
- A two tier level of penalty charges to reflect the seriousness
of the contravention
- Parking Attendants are now known as Civil Enforcement Officers
(CEOs)
- The power to serve a Penalty Charge Notice (PCN) by post if the
driver drives away before the PCN can be served
- Civil Enforcement Officers will be able to enforce double
parking as well as parking across dropped footways. It should,
however be noted that at the present time in Broxbourne these
powers will not be applied

What happens if I do not challenge or pay the PCN?
- If the correct payment is not received and no written
representations have been received within 28 days, a Notice to
Owner will be issued
- If payment is not received within 28 days of this Notice, the
charge increases by 50 per cent, and a charge certificate will be
issued
- Failure to pay the increased amount may result in registration
of the debt at County Court and a warrant being issued to
bailiffs
- It is therefore very important not to ignore the
PCN – either pay
it as soon as possible or write to the Council setting out the
details of your representation
Please note: Once a ticket has been issued, it
cannot be cancelled by a parking attendant, so
please do not ask. Threatening behaviour, verbal or physical abuse
towards attendants will not be tolerated, and will be reported to
the police. Please make a representation to the Council who will
consider the circumstances of the ticket's issue.
