The Council Can Now Issue PCNs By Post
The Government introduced new
measures under the Traffic Management Act 2004 to allow service of
a PCN by post. This prevents motorists from avoiding
parking enforcement action by either, driving away before a PCN can
be issued or seeking to prevent the issue of the PCN by threatening
behaviour towards the Civil Enforcement Officr (CEO).
The Council can now serve the
PCN
by post where
vehicles are driven away before the PCN is attached to the
windscreen or handed to the driver. The
CEO
will be required to provide
evidence that the PCN issuing process had started. This measure
will increase the Council’s effectiveness in improving safety and
reducing congestion, for example, outside schools, by taxi ranks or
outside shopping parades.
The standard penalty charges of £70
and £50 apply to postal PCNs (reduced by 50 per cent if
paid within 14 days from reciept). The PCN should be served within
14 days from of the contravention.
