Examination in Public
The Broxbourne Core Strategy was submitted to the Secretary of
State in December 2010 and he subsequently
appointed an independent inspector to
determine whether the document is sound. To be sound, the
plans should be justified, effective and consistent with national
policy. The Inspector will consider the submitted document along
with representations made and supporting evidence, and will hold
hearings as part of the examination.
Planning Inspector
On
behalf of the Secretary of State and in response to the submission of
the Core Strategy Development Plan Document, and in accordance with
Section 20 of the Planning and Compulsory Purchase Act 2004,
Inspector Geoff Salter BA MRTPI
has been appointed to conduct the examination to determine whether
the Core Strategy Development Plan Document is sound.
Examination
The hearings for the examination have now
ended. The inspector's report is expected to be published in
October. The document library
contains information on the programming of the hearings
and general procedural guidance.
Consultation on the draft National Planning Policy Framework
(NPPF)
On 25 July 2011 the DCLG issued the consultation draft of
the National Planning Policy Framework (NPPF). The NPPF is intended
to bring together Planning Policy Statements, Planning Policy
Guidance Notes and some Circulars into a single consolidated
document. Among other policy matters, the
draft NPPF contains a number of references to the presumption
in favour of sustainable development.
The Inspector invited the Council and representors to
submit comments about the implications of this policy development
for the Core Strategy examination. Comments on the consultation can

Subsequent to the EiP the Inspector requested comments from
representors on the following publications and consultations:
1-15 April 2011 - Consultation on Greg Clark's Ministerial
Statement and the Council's proposed minor changes.

21 June - 1 July 2011 - Consultation on the Court of Appeal
judgement on the Cala Homes case with particular reference
to paragraph 24 which states that:
‘It would be unlawful for a local authority preparing, or a
Planning Inspector examining, development plan documents to have

The document library
A document library has been put together as
part of the examination process. It contains the submission
documents, evidence studies, representations and a variety of
other supporting information which has informed
production of the Core Strategy document. The library will be
continually updated as the examination proceeds. A list of all the
