Why were the pilots introduced
Broxbourne's community is facing challenges to reduce the amount
of waste put out for collection and increase recycling without
increasing unit costs. The same challenges apply to all
communities nationwide and a number of unpopular steps have been
taken by some waste collection authorities to address them. The
Council is under increasing pressure to consider these methods if
recycling rates do not rise and residents do not reduce their
waste. The approach being taken by the pilot scheme is a more
favourable alternative.
The community's present approach to recycling is not meeting
these challenges and as a result Broxbourne's waste management
indicators are lagging behind the rest of district councils in
England. Broxbourne is throwing away more rubbish per head than
others; recycling less and all at a much higher cost than most
other districts. Changes are necessary if the community is to
significantly improve its position. The purpose of the scheme is to
encourage householders to reduce their domestic waste by using the
recycling facilities already provided.
