Plans for stronger enforcement against those who drop litter endorsed
The Council has plans to use a private
security firm, Xfor to increase the number of fixed penalty notices
against people dropping litter and failing to pick up after their
dogs have fouled public areas. Street cleansing costs local
taxpayers nearly £1m a year and recent surveys have shown that
keeping the Borough’s streets clean is one of the public’s key
priorities.
Details of the scheme were presented to the
Borough Consultative Panel last Monday evening when it was
explained that Xfor will increase the Council’s capacity to deal
with this problem without increasing the cost to local tax
payers. Environmental services officers were also present at
Saturday’s community Open Day to increase awareness of the plans to
tackle enviro-crimes such as littering, graffiti, flyposting, and
dog fouling and to reassure residents about the cleanliness of
streets in the Borough.
Broxbourne Council has improved its street
cleansing services in the last year and has been pursuing a
publicity campaign for some time in order to try to persuade people
not to drop litter in the first place but to use litter bins or
take their rubbish home. However, national indicators show that
litter is increasing on the Borough’s streets and therefore the
Council has decided to step up its enforcement and communication
activities.
The Council already issues £75 fixed penalty
notices for littering. Enfield Borough Council has been using Xfor
to issue Fixed Penalty Notices against people who drop litter and
has found the service to be self-financing.
