The Core Strategy is published
The Council has published
the pre-submission version of the Core Strategy, which sets out a
vision for the future of Broxbourne. Representations from the
public and businesses can be made until Friday 15 October.
The Strategy identifies the main challenges
and key drivers of change over the next 15 years. It sets out
clear plans to guide new development, regenerate neighbourhoods,
improve services and facilities and protect the environment.
It is an ambitious but realistic plan for Broxbourne to become a
more prosperous and sustainable community.
The key policies are:

regenerate neighbourhoods by building high quality and sustainable
homes in urban areas, small edge-of-urban sites and/or large green
belt sites where they are well connected to facilities by public
transport, walking and cycling
- build
240 new homes per year with numbers of affordable homes for borough
residents to buy or rent. There should be a mix of house
types and sizes with developers in urban areas basing their design
and density on local surroundings and developments in other area
favouring family homes.

Greater Brookfield will provide around 50,000 sq.m. of new retail
floorspace, around 15,000 sq.m. of new leisure floorspace
(including a multi-screen cinema and bowling alley) and about 300
houses as well as road and transport improvements.

Hoddesdon and Waltham Cross town centre strategies will help the
established town centres to remain a focus for shopping and
community life.

Existing employment areas will be a focus for job creation and will
be complemented by new retail/leisure jobs at Greater Brookfield
and new high value jobs at Park Plaza, with a move away from
warehousing and distribution developments.
- All
development should enhance its surroundings and reduce its impact
on climate change. The green belt, Lee Valley Regional Park
and other important open spaces, landscapes and historic areas will
be protected and enhanced.

Appropriate infrastructure (such as rail, buses, utilities, schools
and healthcare) will be put in place to support regeneration and
growth. An A10 Route Management Strategy will be prepared to
minimise road congestion.

Broxbourne’s sense of community and sense of place will be enhanced
by promoting unique assets such as the Lee Valley White Water Canoe
Centre, Greater Brookfield and Lee Valley Regional Park.
It is anticipated that the Council will adopt the Core Strategy
