Self-build and custom build register

The Self Build and Custom Housebuilding Act 2015 places a requirement on Local Planning Authorities in England to keep a register of people who are interested in self build or custom build projects in their local area  and to have regard to each self-build and custom housebuilding register that relates to their area when carrying out their planning, housing, land disposal and regeneration functions.

What is self build and custom build?

Self build projects are those in which the individual or group of individuals directly organise the design and construction of their own home(s). There are a range of self-build projects which individuals/groups can undertake which include:

·        Self-build one-off home

·        Contractor built one-off home

·        Kit home

·        Independent Community Collaboration

·        Supported community self-build group

Compared to self-build, custom build is a relatively new term which was introduced through the Government’s Housing Strategy for England in 2011.  Custom build is where an individual or group works with a specialist developer in order to deliver their home.  

What is the purpose of the register?

As identified in Paragraph 21 of National Planning Practice Guidance, the Government wants  to enable more people to build or commission their own homes. The Self Build and Custom Build register will provide an indication of the demand for this type of housing development within the Borough of Broxbourne.  The register will also help the Council to develop its housing and planning policies for the emerging new Local Plan. 

Registering your interest in self and custom build

If you would like to register your interest for a custom or self build plot, please complete the following form.

Applicants must meet all of the eligibility criteria listed below for entry on the register:

·        Aged 18 or older;

·        A British citizen, a national of a European Economic Area (EEA) State other than the United Kingdom, or a national of Switzerland; and

·        Seeking (either alone or with others) to acquire a serviced plot of land in the relevant authority’s area to build a house to occupy as that individual’s sole or main residence

If an association applies to enter the register, an officer or member must be appointed to act as lead contact for the purposes of correspondence between the Council and the association.  

How will the Council use information from the register?

By signing up to the register, you will help Broxbourne Borough Council assess the demand for self-build and custom housebuilding within the Borough.   

The information obtained will be used to explore ways in which people and plots can be brought together. Registration does not guarantee that a suitable plot will be identified, or become available.

In submitting the above form you are consenting that the Council can use the data you provide to understand the demand for custom build and self-build housing.  Personal details supplied will not be made public, but anonymised headline data extracted from it may be published (i.e. overall number of registered entries, types of housing sought etc.). 

What happens next?

When a self-build plot becomes available within the Borough the Council will notify everyone on the self-build register. After the receipt of this notification, those on the self-build register will be able to submit a bid to the developer/landowner for a plot. The Council will not be linking people on the register to specific self-build plots.
