Dog Control Orders 2008

Notice is hereby given that, under the provisions of the Clean Neighbourhoods and Environment Act (2005), Broxbourne Borough Council has made the following Dog Control Orders which came into effect on the 1 November 2008

 

1. Control of fouling of certain land by dogs

The following areas are designated as areas where if a dog defecates at any time and a person who is in charge of the dog at that time fails to remove the faeces from the land forthwith, that person shall be guilty of an offence

 

Land by description:

a)      All public rights of way/ footpaths, pavements, flower beds shrub areas and grass verges adjacent to carriageways

b)      All pedestrianised areas

c)      All parks, open spaces and children's play areas

d)      All sports fields

e)      All greens, verges flower beds and other open areas on any housing estates in the borough

f)       All town greens

g)      All cemeteries

h)      All parts of the Lee Valley Regional Park within the Broxbourne Borough Council’s district

i)        All allotments

j)        All public car parks

 

Land designated specifically

a)      The grounds of the Broxbourne Civic Hall, The Spinning Wheel & Lowewood House

b)      The grounds of Bishops College and Emmanuel Lodge

c)      Land open to the public and owned by local trustees for open spaces at (i) Broxbourne recreation ground, Station Road, Broxbourne, (ii) Baas Hill, (iii) Cock Lane

 

2. Exclusion of dogs from certain land

The following sites / types of land are designated as areas from which all dogs (except Guide Dogs) are to be excluded:

  • All fenced children’s playgrounds and areas which are designated and marked for children’s play
  • All fenced games areas e.g. tennis, ball courts, skate parks
  • All bowling greens
  • Marked playing pitches – when in use for playing sports

 

Any person in charge of a dog who takes it onto, permits it to enter or remains on the specified land is guilty of an offence.

Breach of these orders is an offence with a maximum penalty of £1,000 on conviction.
