The National Planning Policy Framework (NPPF) (paragraph 159 and 161) places a requirement on local planning authorities to produce a Strategic Land Availability Assessment (SLAA). The assessment should identify a future supply of land which is suitable, available and achievable for housing and economic development uses over the plan period. The SLAA is key part of the Council’s evidence base for the emerging Local Plan. The information contained within the assessment will underpin policies in the emerging Local Plan for housing and economic development, including supporting the delivery of land to meet the identified need for these uses.
However, it should be noted that the SLAA does not determine whether a site should be allocated for development. As identified in the National Planning Practice Guidance (NPPG) “It is the role of the assessment to provide information on the range of sites which are available to meet need, but it is for the development plan itself to determine which of those sites are the most suitable to meet those needs”.
2017 Strategic Land Availability Assessment (SLAA)
In June 2017 the Council published a full SLAA which covers the period from 2017-2032. The NPPF (paragraph 47) places a requirement on local planning authorities to produce a housing implementation strategy for “the full range of housing describing how they will maintain delivery of a five year supply of housing land to meet their housing target”. 2016 Strategic Land Availability Assessment
In April 2016 the Council published an interim SLAA, which covered the period from 2016-2031. This is available to view below.
The Council’s 2016 SLAA has been superseded by the 2017 SLAA.
