Concessionary bus permits
Information on bus travel permits for the over 60s and
disabled
Broxbourne Borough Council administers the concessionary bus
permits. From April 2008 the scheme enables free travel
across England for those who qualify.
Who qualifies for a permit?
Concessionary permits for those aged 60 years and over are
available to any resident permanently living in the Borough of
Broxbourne. The permits entitle the holder to free fare
travel and are available at no charge.
Disabled residents of Broxbourne are also entitled to free fare
travel and permits are available at no charge. Proof of
entitlement to one of the following must be provided:
- Persons who are blind or partially sighted (either proof of
registration or evidence from an eye specialist is required)
- Persons who are profoundly or severely deaf (70 dBHL or over,
either proof of registration or evidence from an eye specialist is
required)
- Those who receive the higher rate mobility component of
Disability Living Allowance
- Persons without speech
- Persons who have a disability, or have suffered an injury,
which has a substantial and long term adverse effect on ability to
walk, and who cannot walk even with the aid of a walking stick or
other device
- Persons who cannot use both arms to carry out everyday
tasks
- Those who have a significant learning disability which would
make them eligible for specialist services
- Members of the 'Blue Badge' scheme
- Persons who would be ineligible for a driving licence on
grounds of long term illness or disability (confirmation from
either the DVLA or a health professional is required)
- Those who receive War Pensioner's Mobility Supplement, War
Disablement Pension or equivalent or successor entitlements to this
group.
These criteria are subject to change.
Alternatively the Council will require confirmation of serious
disability from a health professional (to be considered on an
individual basis).
How do I obtain a permit?

What type of information is needed to get a
permit?
To obtain a bus permit for the over 60s you need proof of
identity, age and local residence, e.g. utility bill, driving
licence, pension credit letter or bank statement.
A colour passport photograph is also required. It must
show a clear picture of your face and hats are not to be
worn. Please allow 10-15 working days for your permit to
arrive.
To obtain a disabled persons bus permit, you will need to
provide proof as listed earlier, proof of residence such as a
recent utility bill or bank statement and a colour passport
photograph.
Can I arrange for a companion to travel with
me?
If you are unable to travel alone on a bus due to a disability
you may be eligible for a companion to travel with you. The
Council will require a companion travel certificate to be completed
by a health professional (to be considered on an individual
basis). Companions receive free travel within Hertfordshire
only.
Once I have obtained a permit, how long does it last
for?
All permits expire on 31 March 2013.
What happens if I lose my permit?
Please call at your local One Stop Shop with proof of
identity. In most cases you will be asked to contribute £5
towards the cost of printing a new permit.
What is the national scheme?
The National Concessionary Fares Scheme entitles all qualifying
disabled and over 60s to free off peak local bus travel.
Hertfordshire pass holders can use their permit on local bus travel
at any time.
Information on Dial-a-Ride
Broxbourne Council participates in the Dial-a-Ride scheme for
people who normally have difficulty in using public
