Catering vehicles on the public highway

In the Borough of Broxbourne food can only be sold on the public highway in areas designated as 'consent streets'. All other roads in the Borough have been designated as 'prohibited streets' and it is an offence to trade in a prohibited street.

Current consent streets in the Borough are:

  • Pindar Road, Hoddesdon
  • Charlton Mead Lane, Hoddesdon
  • Britannia Road, Waltham Cross
  • Delamare Road, Cheshunt
  • Fieldings Road, Cheshunt
  • Cadmore Lane, Cheshunt

How to make an application

In order to trade in the Borough a licence must be issued.  This is valid for a period of 12 months and the current fees are available on our fees and charges page. A licence cannot be granted to a person under the age of 17 years and it is personal to the consent holder and cannot therefore be transferred to another person.

To be added to the current waiting list please complete an application form and return it to the Borough Offices at the address shown on the form.

  • The Council may permit a trader to trade from a stationary van, cart, barrow or other vehicle or from a portable stall
  • Where it is proposed to sell hot food and drinks the consent holder shall insure against public liability in the minimum sum of £10m for any one incident, a certificate of insurance to this effect is required together with employees liability where appropriate
  • Relevant checks by the Councils Environmental Health Department must be carried out prior to consent being granted
  • Fees and appropriate documentation must be produced prior to any consent being issued.

If you have a complaint regarding any trader or have any information about any persons trading illegally or for further information on street trading please contact the Council at the Borough Offices on 01992 785555 or by email at envhealth@broxbourne.gov.uk
