The Council is required to produce a statement of licensing policy, known as a ‘statement of principles’, which has to be reviewed and republished every three years and changes consulted on.
The statement sets out the Council’s general approach to gambling licensing. It does not override the right of any person to make an application under the Act and to have that application considered on its own merits. Nor does it undermine or preclude the right of any responsible body or interested party to make representations or an application to seek a review of a licence. In producing the statement the Council had regard to the licensing objectives issued by the Gambling Commission and responses from those consulted on this statement.
