Hackney Carriage and Private Licensing

New operator

Any person who operates a private hire service must apply to the Council for a Private Hire Operator Licence. A private hire vehicle may only be despatched to a customer by a private hire operator who holds a private hire operator licence.

A private hire operator must ensure vehicles have a current private hire vehicle licence and are driven by a person with a current private hire driver licence. All three licences (private hire operator, private hire vehicle and private hire driver) must be issued by the same licensing authority.

All applicants will be checked to ensure that they are a fit and proper person to hold a private hire operator’s licence. The applicant is required to provide proof of planning permission for the address (if required), and proof of a radio transmission licence (and planning permission for any aerial) if such radios are used by the operator. 

The operator’s premises must be in the Borough of Broxbourne. The operator may only use drivers and vehicles that are licensed by the Borough of Broxbourne. 

All operators’ premises, to which the public have access, must be covered by public liability insurance to cover all risks. It is the operator’s responsibility to ensure all health and safety legislation is complied with inside their licensed premises.

Private hire operator's conditions

In order to apply for a new operator’s licence, please provide:

  • Completed application form - £240. Print, sign and submit the form to taxi@broxbourne.gov.uk
  • Basic Disclosure and Barring Service (DBS) certificate dated within the last three months for each applicant, unless the applicant is already a Broxbourne licensed driver that holds a valid enhanced DBS certificate
  • Proof of right to work in the UK. If you do not hold a British passport, you will need to complete a right to work check with the Home Office
  • Policy on employing staff with disclosed convictions in roles that would be on the register of booking, and for dispatch staff if someone other than the applicant will be taking bookings – template can be used/amended if required
  • Complaints policy – template can be used/amended if required
