Licensing a small society lottery

Small society lotteries must be licensed by the Council if either you or the society operate within the Borough of Broxbourne. Registering for a licence to operate a small society lottery should not be confused with registering to join the Broxbourne lottery.

You can set up a small society lottery for:

  • charitable purposes - for example, school parent-teacher associations (PTAs)’s, or clubs and societies that are registered with the Charity Commission to help raise funds for that charity
  • support or participation in sports
  • cultural activities for any non-commercial purpose (other than for private gain)

You must be registered with the Council if you want to pre-sell raffle tickets for events such as Christmas fairs or club raffles. The proceeds of any lottery must be devoted to the purposes shown above. In addition:

  • the total value of tickets to be put on sale per single lottery must be £20,000 or less
  • the aggregate value of tickets to be put on sale for all lotteries in a calendar year must not exceed £250,000
