Hertfordshire councils decide on future council arrangements

At a Cabinet meeting on 18 November 2025, Broxbourne Council backed the four unitary authority model as its preferred option for the future of local government in Hertfordshire.

All ten district councils, the county council and the Police and Crime Commissioner, have worked closely together in recent months to review the options, considering a range of factors including local democracy and identity, local services, and key issues such as financial stability.    

Councils agreed to detailed modelling of three different options, with two, three or four new councils being created, with varying geography, population and approach to services.  

The four unitary authority option, which will see Broxbourne Borough combined with East Hertfordshire District, was chosen as the Council’s preferred option as it considers smaller councils to be better able to respond to the needs of the local communities they serve. 

 Leader of the Council, Councillor Corina Gander said: 

A significant amount of work has taken place over the last few months to thoroughly evaluate each of the different unitary options.

Each option has its merits, but I firmly believe that smaller authorities are better equipped to deliver excellent services to local people, which is why Broxbourne Council is supporting the four unitary option.

The final submission to Government will be made on 28 November, with a decision expected in summer 2026.
