Broxbourne Council consults on a new Community Infrastructure Levy

The Council is proposing to introduce a new charge of £100 per square metre on small residential developments of between 1 and 9 new dwellings.

Larger residential developments and other forms of development will continue to make financial contributions through Section 106 agreements in the normal way. Other types of development, such as householder applications, will be exempt from the charge. The money raised will help to pay for a range of local infrastructure.

Councillor Paul Mason, Cabinet Member for Planning, said:

These types of smaller residential developments collectively have a significant impact on the infrastructure of the borough.

By introducing a charge on developments that don’t usually make any contributions towards either off-site infrastructure or to affordable housing, the Council can help to ensure that the impacts of these small developments can be properly mitigated.

The Council is currently consulting on the draft charging schedule and supporting evidence. Before the Community Infrastructure Levy (CIL) is introduced, it must first be approved by an examiner following an examination in public and then approved by the Council.

The consultation closes at 5pm on Monday 20 July 2026
