Formal representation
It is not possible to make a formal representation before a Notice to Owner (NtO) is issued.
If the Council accepts the formal representation, your PCN will be cancelled and you will have nothing to pay.
If the Council rejects your formal representation, you will be sent another letter called a Notice of Rejection. This letter explains how to appeal to the independent adjudicator at the Traffic Penalty Tribunal.
