Installing a memorial on a grave

Who can apply?

The owner of the 'Exclusive Right of Burial' must make the application to the Council for a fixed memorial to be installed on a grave.  A permit (usually provided by a stone mason) needs to be completed and signed by the owner (if there are joint owners, all owners must sign).

How long is the memorial allowed to stay?

The right to add a gravestone is for a period of 30 years from the date it is granted.  When this time is due to expire, the owner will be contacted and the grant can be renewed for 10 yearly periods, up until the expiry of the Exclusive Right of Burial.  This is subject to conditions.

Who can do the work?

Only competent monumental masons who have been approved by the Council, and are ideally accredited by the British Register of Accredited Monumental Masons or the National Association of Memorial Masons, will be allowed to erect memorials.  If your stone mason is not accredited by either of these national bodies, please contact cemeteries@broxbourne.gov.uk for further information.

Safety

All graves remain the personal property of the owner of the Exclusive Right of Burial and must be maintained in a sound and tidy condition by, or on behalf of, their owners.

All grave stones are subject to regular inspections by the Council. Any gravestones found to be unsafe, or have deteriorated beyond repair shall be removed following the issue of an Order. The owners will be liable for any costs incurred by the Council.

Rules for gravestones

Please contact your local stonemason to see different designs and for them to submit a permit to the Cemetery Team.  There is no fee charged for a permit application. Once the permit has been approved, the stonemason will be notified and the headstone can be installed.
