Renting is changing
Reforms to the private rented sector in England are bringing in new rights and responsibilities for landlords, letting agents and tenants.
Landlords are responsible for understanding the changes and complying with the new laws.

The Simple Lets scheme makes the entire process of letting properties more streamlined, effective, and efficient. The Simple Lets scheme includes the following:
- The Council pay the deposit plus the first month advance rent
- Free Assured Shorthold Tenancy provided
- Accompanied viewings
- Landlord choice of perspective tenant
- Tenancy support throughout the tenancy
- Invitations to regular Landlord Forums for up to date legislation information
- Right to rent checks completed
- Properties taken on in surrounding boroughs, not just Broxbourne
- Property inspections if required
What are landlords required to provide?
- Gas Safety Certificate (if gas in the property)
- Electrical Installation Condition Report (EICR) showing a satisfactory result
- Provide a completed landlord form, in order for land registry checks to be completed
- EPC rates A to E
- DPS certificate to be provided after the sign up
Simple Lets Cash Incentives
A new pilot incentive scheme is launching on 1 May 2026 to encourage landlords and letting agents to bring properties onto the Simple Lets scheme. The scheme will run for one year or until funding is fully allocated. It applies to properties of all sizes, both within and outside the Borough of Broxbourne.
Incentives:
- £1,000 for a new property from an existing Simple Lets landlord
- £750 for a new property from a new landlord
- £400 for a Simple Lets re-let property
- £300 referral incentives for letting agents
